Douglas E. Cochran established the Cochran Family Youth Fund in memory of his parents Clayton and Clarice, long-time residents of Winchester. The purpose of this donor advised fund is to provide funding for youth programs in the City of Winchester as well as Frederick, Clarke and Warren Counties.
